87064 - a misssized windows when you start downloading

when you start a download a download+window attemps. but the first of this
wondows is always to small to see the button on bottom off the window. alle the
following windows are ok !!

Reproducible: Always
Steps to Reproduce:
1. start a download (the windows is too small)
2. start a second download (the window is on correct size)
3. however, every new windows is correct. when you restart mozilla the problem
start from 1 again !!!

Actual Results:  the bug attemped !!

Same problem for me, using build 2001-06-13-04 under WinNT 4.0sp6. Attached a 
screenshot of the mis-sized download window.

I can confirm this but this bug is a dupe of bug 79889.
