87087 - toolbar and Navigator preference are inconsistent in default states

1. create a new profile and launch Netscape  (not sure about mozilla)
2. the browser will show the following items in the toolbar

[Home] [My Netscape] [Search] [Shop] | [Bookmarks] [Net2Phone] [Download] 
[Customize...]

3. select "Edit:Preference.."
4. the default preference should show you "Navigator" panel so you do not need 
to chagne anything
Notice that the 3rd box "Select the buttons you want to see in the toolbars" 
have the following items checked

Bookmark ON   Search ON           My Netscape ON
Go       OFF  Toolbar Search OFF  Net2Phone   OFF
Home     ON   Print ON            Shop        ON

1. Shop is displayed in the toolbar but uncheced in the preference
2. "Toolbar Search" is displayed in the personal toolbar but unchecked in the 
preference
3. I don't think anyone will understand the difference between "Search" and 
"Toolbar Search"
