We have an inconsistency on how articles that are presented to the user are opened:
- After picking a topic, we show them a list of articles that when clicked are opened in a new tab.
- When they enter their question and we trigger a search, the results are links that open in the same tab.
We should consolidate these two behaviors. Ideally, we should open all of them in new tabs.
Bonus point, we open the article in an overlay within the same tab.

Easy enough, let's always open article links in a new tab from the AAQ flow. 1pt
The overlay might be interesting but it's a little complicated. If we want to explore that, I'd rather it be in a new bug where we can discuss and get UX input as well.
