Per our quick chat in #bteam:
We'd like a new component under mozilla.org product, called "Server Operations: Community IT".
Default assignee: nobody@mozilla.org
QA Contact: mrz@mozilla.com
new bugzilla users group: community-it
note: existing "infra" group should be able to see the bugs locked to "community-it" group, but not vice versa.

Created "community-it" group for bugs
