87199 - Mail filters that move messages to a "Local Folder" don't work

Filters that move (and probably copy) messages to a local folder don't perform
the action. If you specify a folder that is under your mail account area, it
works fine.

Reproducible: Always
Steps to Reproduce:
1. Setup a filter that moves a message to a a folder under "Local Folders"
2. Receive a message that meets the filters requirement
3. Note the message is still in the inbox and does not appear in the specified
folder

Actual Results:  Message was not moved to the folder under local folder

Expected Results:  Filter moves message to the folder under local folder.

I think I know the culprit:

when using the mail folderpicker widget to choose a folder, you are given the
choice to choose a Local Folder. However, since Local Folders doesn't support
filters the action never triggers and thus "it doesn't work".

It worksforme on the debug build that is a few days old. The reporter is talking 
about a folder under Local Folders.

I happened to test filtering to local folder last week on branch and trunk, and
I just verified it works in june21 commercial trunk win32 build.

Reporter:  We need a little more information to help identify what's going
wrong. Is this filter still enabled? Can you double-check the criteria and make
sure it's truly a match?  Can you tell us what kind of server you're using as
the incoming server, IMAP or POP?  What kind of criteria are you specifying when
it doesn't work?

Yeah, indeed this works for me too using 2001062004, win 98. Using POP and moved
a msg using the MoveToFolder criteria over to a local folder.

David, I noticed that your build is quite old - almost a month old. Can you
re-try this with a recent nightly?

Reporter's using netscape's beta1 (branch), just recently released -- I know
this worked in our beta (long story, won't go into it).  Recent enough, just
need more surrounding info.

It's the preview release, so it's definately not the latest, but it's only a few
days old, I thought. Criteria is set fine, it works if it's not a a local
folder, it doesn't do anything if it is. That's the only variable.

I'll try again when I have a good build from the tip and report back.
