Steps to reproduce:
1. Start Firefox.
2. Install flash version 11.8: http://labs.adobe.com/technologies/flashruntimes/flashplayer/
3. Navigate to http://bit.ly/10LrV9o
4. After the page is loaded click in location bar and hit Enter.

Expected results: The page reloads after following step 4.

Actual results: The page is not reloading.

Notes:
1. This issue is not a regression: it reproduces back to Firefox 4.0.
2. Tested the issue with Flash 11.5, 11.6, 11.7, 11.8.
3. This issue is not reproducible on all games. Two examples from the same website:

When an anchor is present in the URL, hitting enter in the URL bar merely renavigates to that anchor instead of refreshing. I don't think this has anything to do with Flash, and is the intended behavior.

Other browsers (Safari 7.0, Chrome 28.0.1500.95 m and Opera 15.0.1147.153) do support the behavior requested in this bug and I do think it makes sense for a better user experience.

Just to make it clear, the behavior I'm referring to is refreshing the page but reopening it where the anchor is set (so the pages are both refreshed and opened where the anchor is set).

Reopening this bug and marking it as an enhancement (to see how many votes it gets).

Note that just because other browsers have that behavior doesn't mean it is the right thing to do.

Not reloading the page for anchor navigation seems sensible to me, but on the other hand it's inconsistent with the behavior for non-anchor URLs.

Flash Player is no longer supported
