Bugzilla::Migrate.pm should be more serialised, by that I mean, Migrate.pm should read a chunk of bugs from the source tracker and insert them into Bugzilla.

The way it does now is, whole of source tracker is read and then bugs are inserted into Bugzilla, which is causing errors, such as out of memory etc. when the source tracker has a lot of bug and/or attachments
