Details

Since only the System's Internet Plug-Ins folder is scanned now (bug 78751), it
would be nice to also scan User "Plug-Ings" folders as well.

This partially depends on bug 87227 and bug 87226.

As I understand it, the user's internet plugins folder is the "preferred" 
place to install plugins.

Conrad recently fixed this. Now any plugin in ~/Library/Internet Plugins will
override the system ones.
