Thousands of Windows 7 ix jobs got scheduled and scheduling had stopped

The way to fix it was:
1) stop bm36's test scheduler
2) delete from schedulers where name like '%win7-ix%';
3) start bm36's test scheduler
I still need to figure out if this has fixed the issue.
There are more than 3,000 Windows 7 32-bit jobs and 1,516 currently running.

It seems to have worked.
I also deleted all try jobs for Windows 7 on ix that had not yet been claimed.
We're back again to normal numbers.
