872937 - move the 'privacy policy' link next to 'help'

the 'privacy policy' link uses a whole line in the footer, and looks weird just hanging out there by itself.

we should edit the footer template directly and add it next to 'help' instead of using the hook.

Anyway to lower it slightly to be in line with the rest of the links. The float is making it display slightly higher.

while messing around with the footer in bug 881603 for the mozilla skin, i hit upon a better placement of the link, so i'll fix this over there.
