Whenever I try to see a privacy policy for an app I'm reviewing, the page says "Oh no! An error occurred.". Steps to Reproduce: 1. Go to an app in review mode, for example https://marketplace-dev.allizom.org/reviewers/apps/review/memos 2. Click on "View Privacy Policy" Expected Results: 3. Privacy Policy is shown Actual Results: 3. You get redirected to https://marketplace-dev.allizom.org/app/memos/privacy and the page displays an error: "Oh no! An error occurred."
Moving this to Consumer Pages as that's where the link is. Being able to access this page before approval is vital so we can check they have a sensible policy (which is part of the Marketplace Review criteria - https://developer.mozilla.org/en-US/docs/Web/Apps/Publishing/Marketplace_review_criteria#Privacy)

marking depends on bug 873150 - though imo a better fix would be to show the privacy policy inline or in a lightbox on the review page instead (which wouldn't need bug 873150).
