I'm not seeing this bug on 2001062204 using Windows ME. I am using a manually
configured ssl-proxy from my corporate network and can access numerous https sites.

Confirming on WinNT. I'm using frame.packetgram.com port 443 and can no longer
reach https sites such as https://www.verisign.com.

Un-confirming the bug. frame.packetgram.com:443 is down and doesn't work with
4.77 either. I am also unable to locate proxy.mangusnet.com.
