Steps to reproduce:
1. Launch Firefox
2. Navigate to CNN.com
3. Open the Responsive Design Mode tool (Tools menu -> Web Developer -> Responsive Design View)
4. Scroll down until you reach the bottom of the page (re-size the Window a little bit).

Expected results:
The Responsive Design toolbar does not disappear after step 4.

Actual results:
The Responsive Design toolbar disappears after scroll (sometimes re-sizing the Firefox window is not necessary).

Note:
The issue is reproducible on Windows and on Ubuntu 13.04 (I could not reproduce the issue on Mac OS X)
The issue is also reproducible on the latest Aurora, on Firefox 22 beta 1 and on Firefox 21.
I will come back with a regression range as soon as possible.
The issue is reproducible ever since the Responsive Design tool was implemented in Bug 749628 (June the 2nd, 2012).
I discussed about that in another issue regarding Responsive Mode. I still think that the tool bar should be fixed and the rest could be scrollable.
I can't seem to play the screencast in comment 0, so I am not sure I understand the issue entirely.  At the same time, the RDM UI has now been rewritten and is shipping to all channels in Firefox 52 (bug 1305769), so I don't think this bug applies anymore.  If it's still valid with the new UI, please reopen and attach an updated screencast.
