Expected results: anchor should only affect the top of the page, the entire page should be loaded and rendered correctly regardless of the anchor.

Did this ever work with previous Firefox Versions?
just tested with latest ff 26.0b10 when I revisit this bug: now all 3 different actions have consistent layout problem. the page header is not rendered correctly - scrolling to the page content above the anchor is not possible.

I am on ff 38.0b3, the page content above the anchor is not loaded/rendered properly on all 3 cases now.

Issue reproduces on all 3 cases, as stated by the reporter. I tried making a minimized testcase, but when making a local copy of the website, the issue described in this bug doesn't reproduce, so I removed code from the Inspector window (see attachment inspector_window.png). When I remove the line from the attachment, the header is displayed correctly (it is entirely visible). If I only remove the line pointed in the attachment, then the header is not visible.
