Steps to reproduce:

visit page <http://my.weather.gov.hk/myindex_uc.htm#content> via bookmark; after the page is loaded press <Ctrl + R> to reload the page; finally click the location bar and press "Enter" key



Actual results:

when the page is first entered, the page content above the anchor is not loaded/rendered properly.

after <Ctrl + R> to refresh the page, everything loaded and rendered correctly.

after <Enter> is pressed, the page content above the anchor is not loaded/rendered properly.


Expected results:

anchor should only affect the top of the page, the entire page should be loaded and rendered correctly regardless of the anchor.

just tested with latest ff 26.0b10 when I revisit this bug: now all 3 different actions have consistent layout problem. the page header is not rendered correctly - scrolling to the page content above the anchor is not possible.

I am on ff 38.0b3, the page content above the anchor is not loaded/rendered properly on all 3 cases now.

Tested on Windows 7 x64 with the Nightly 47.0a1 build. Issue reproduces on all 3 cases, as stated by the reporter.
I tried making a minimized testcase, but when making a local copy of the website, the issue described in this bug doesn't reproduce, so I removed code from the Inspector window (see attachment inspector_window.png). When I remove the line from the attachment, the header is displayed correctly (it is entirely visible). If I only remove the line pointed in the attachment, then the header is not visible.
