Description:
During FTE when selecting "I want to help improve Firefox OS", the "always send" option is not checked, rather the "Ask me when a crash occurs" is checked.

Repro Steps:
1) Manually flash to Inari Build ID: 20130515070208
2) During the first time experience when reaching " Firefox OS Privacy Choice" select "I want to help improve Firefox OS..."
3) Continue on through the FTE
4) Go to settings -> Improve Firefox OS

Actual:
Ask me when a crash report occurs is selected.

Expected:
Always send a report to be selected.

Still repros on Leo 1.1 commercial and Unagi 1.2 mozilla RILs.  Selecting the "I want to help improve Firefox OS..." option during FTU does not set the crash reporting option to "Always send a report".
