Please, attach logcat with STK DEBUG enabled at Gaia level:

apps/system/js/icc_cache.js
apps/settings/js/utils.js

Both files change the DEBUG=false to DEBUG=true

Based on Comment 8, I cannot reproduce the issue:

Comment 7 is not saying that this is a regression. This was a fix made a while back for bug 847043. This has been in the v1.0.1 VUs for quite some time (since AU_LINUX_GECKO_ICS_STRAWBERRY_V1.01.00.01.19.056).

hi Cyang, doesn't the pop up requires gaia support? or you found this to be a modem side bug that when this is fix from the modem side, the pop up will show? thanks

Hi Joe,

As far as I can tell, the Gaia support is already there (I see the popup when I run this test). We're looking into whether this is a modem issue, so for the time being, this one is off your plate.
