In some pages, one or more drop-down arrows appear at the bottom of the page when scrolling up and then disappear below the bottom of the browser window.

This is only reproducible when scrolling up (either with the mouse wheel or the scrollbar).

This bug has been there for some time now. I'll try and find a regression window if it's not a duplicate.

Note that this bug is only producible on some pages.

The ghost drop-down arrows appear at the bottom of the page just before the real ones enter at the top of the visible portion of the page.

To reproduce:
- Open the testcase.
- Using the scrollbar, scroll down until the two Importance drop-down lists get hidden at the top of the page.
- Using the scrollbar, scroll up until just before these two drop-down lists become visible.

Result:
- Two ghost drop-down lists appear at the bottom of the page.

The ghost drop-down arrows stay visible if we scroll back down before they get below the visible area.
