What did you do?

1. Opened https://developer.mozilla.org/en-US/docs/Mozilla/WebIDL_bindings
2. Changed the ToC setting to "All Levels"
What happened?

The h5 headings are not showing in the ToC
What should have happened?
==========================
ToC should contain all levels.
Is there anything else we should know?

The default for new pages should be to show levels through h4, but not h4. But "All levels" should show all levels through h6.
