User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:21.0) Gecko/20100101 Firefox/21.0 (Beta/Release) Build ID: 20130511120803 Steps to reproduce: I have the setting pref privacy.donottrackheader.enabled with the true value added through the AddOn CCK Wizard and set to block. Actual results: The setting is applied. However, it was not blocked. The user is still in a position to change the setting. Expected results: The setting is accepted and it is blocked. The user should therefore no longer be able to change the setting.

Maybe add-on issue. Did you contact the add-on author?
For Firefox 21, this preference has been renamed to privacy.donottrackheader.value and has values of 1, 0 and -1. If you lock that preference, it should work.
