Steps to reproduce:
I have the setting pref privacy.donottrackheader.enabled with the true value added through the AddOn CCK Wizard and set to block.
Actual results:
The setting is applied. However, it was not blocked. The user is still in a position to change the setting.
Expected results:
The setting is accepted and it is blocked. The user should therefore no longer be able to change the setting.

For Firefox 21, this preference has been renamed to
privacy.donottrackheader.value
and has values of 1, 0 and -1.
If you lock that preference, it should work.
