Steps to reproduce:

I set the value for datareporting.healthreport.uploadEnabled to false and blocked it.

Then I installed my AddOn into a new Firefox profile to test the settings.


Actual results:

The datareporting.healthreport.uploadEnabled is not set to false and it isn't blocked.

Is datareporting.healthreport.uploadEnabled set to false and is blocked
