https://mana.mozilla.org/wiki/display/NAGIOS/https+-+_try has standard Apache troubleshooting steps, but I believe much more often than Apache being the issue, HG is the issue. I know we can see who holds the lock but what then?
Sadly, there isn't anything known that we can do besides wait for the operation to finish. I've updated the documentation with a link to common repository operations, and slightly revised the diagnosis section.
