Socorro needs a stage and dev configuration change.

The Bugzilla API in application/configuration/bzapi.php needs to be updated from version 1.1. to version 1.3. There's a patch, in bug 867603.

after looking in /etc/ I don't think this file is in puppet. Pushing new defaults in the repo will be sufficient to make the change.
