Steps to reproduce:
1. In a new tab I typed about:config in the address bar
2. Filtered for browser.allTabs.previews
3. Double-clicked the entry to set the value to True
Actual results:
The List all Tabs button does not change and it does not show thumbnails. It only shows a list of opened tabs.
Expected results:
The List all Tabs button should change and when clicked, it should show thumbnails of opened tabs.

Thanks for the report. Unfortunately, it is not a bug: the feature was removed.
Apparently there is an extension that is an implementation of this feature from an old version of Dao Gottwald's Ctrl-Tab addon: https://addons.mozilla.org/en-US/firefox/addon/all-tabs-restorer/
