Actual results:
Geeksphone Peak devices reports ROM "Total space 1.8GB", but it must report 4GB as descripted in http://shop.geeksphone.com/en/phones/5-peak.html
Issue reported also in http://blog.desgrange.net/2013/04/30/firefox-os-geeksphone-peak.html
Javier from Geeksphone reported me:
Internal storage is divided into different partitions, that allow for example, to be able to receive OTA updates or have a recovery system in case your device fails. Firefox OS also accounts for a large amount of space.

Javier reported to you the real reason.
1.8GB are for userdata partition, but exists more partitions (boot, recovery, bootloader, modem, system, cache...).
On V1.1 we will have 1GB of internal memory (to use like an SD). Not used this 1GB at the moment but exist on emmc 18 partition.
