common-links need a hook to provide extensions a way to insert links

MyDashboard on bmo uses "[% Hook.process('action-links') %]" link on bmo common-links. This hook could be moved to mainstream bugzilla code

r=dkl. We also have this hook in the BMO code already to support the MyDashboard extension so I am sure it works well. This one and the others for
the saved searches, I meant to upstream those but never got to it so you beat me to it :)

Is this hook really needed in addition to the existing "link-row" hook in the same template? Is the intention to have more actions on the same line as other actions?

Given that BMO use it, and it could be useful to other installations that also have extensions that might modify action links, I'm happy to a+ this for upstream.
