when opening this url: inproper display:
 -left frame too big; 
 -middle and right frame only visible when horizontal scrolling

Reproducible: Always
Steps to Reproduce:
1.open URL: http://www.mpegx.com/

Actual Results:  page appears to be too wide, I have to scroll horizontal

Expected Results:  all page should fit on one page ... no horizontal scrolling
neccessary

it worked sometimes with previous versions of Mozilla

I also see this in Build 2001062420 in WinNT.
This uses table columns rather than frames.
Changing 'frame' in summary to 'column'
Confirming.
Changing Component to Layout.

Sounds similar to Bug 87577, although a reflow fixes the problem in that bug.

I've reduced the html to the following:
