The forward icon looks like a share - doesn't follow the same visual form as the reply button and is also separated from it. These two controls seem very disassociated.

The UX wire-frames (which I am no longer able to find, again; mail sent to dev-gaia) already call for turning the forward button into a send button that brings up an action menu with choices of reply/reply all/forward (and allowing us to add 'reply to list' in the future). That work is tracked as bug 802944. Although that bug would probably moot this bug, they'd be worked by different resources, so I'm not sure what the right course of action would be.
