Steps to reproduce:
WizMouse, a program which allows the scrolling of pages over which the cursor pointer is located but not focussed on, is rendered non-functional of some pages such as BBC and some Mozilla pages. It has up-to-now worked on all pages and also in all programs on a PC computer.
Actual results:
It is unclear which browser pages will not work. All BBC pages do not scroll but only on some Mozilla/Firefox/etc. This problem has not happened prior to version Firefox 21.0. There is as yet no problem with pages such as CBC (Canadian Broadcasting Corp) and others.
Expected results:
With or without focussing/clicking on a page or part visible page, the placing of the cursor arrow should allow the scrolling of the page independently of any other page or part page.
Did you contact the authors of this 3rd-party application to explain the issue?
In addition, if you're able to reproduce the issue each time on your machine, use the tool mozregression (see http://harthur.github.io/mozregression/ for details) to find a possible regression range.
FF21 nightlies started in Jan. 2013 (--good=2013-01-01)
Anyway, maybe it's up to WizMouse's devs to update their code.

Cancel request. Problem solved by installing older version of FF 19 and then opening FF 21 at same time. Seemed to solve problem. Uninstalled FF 19. WizMouse continued to work (except never worked in MS tables.) Sorry to bother you. Will contact authors next time if problem with add-on. Thanks.
