876535 - Implement dropdown for /make navigation

As indicated in the latest design documents in Google Drive (https://docs.google.com/file/d/0BzfN9sXlOXt1R21vU0JGaHZ6RzQ/edit?usp=sharing) the "make" navigation has a further dropdown that will filter results.  These will cause the gallery to be repopulated/replaced according to following:

-"from template" will filter items that have been tagged in MakeAPI as "template"
-"popcorn" will bring user to blank Popcorn Maker project
-"thimble" will bring user to blank Thimble project
-"Dont know what to make" will bring us to a tools description - ideally this can just repopulate the dom with 2 tiles from packery, though if a new page is easier, go that route.
