A very simple page, http://www.vegetable.org/, is giving a blank grey area for me. HTML source is: <html> <head> <title> Vegetable.org </title> <body background="produce.jpg"> </body> </html> This is M7 on a near-vanilla debian 2.1 box with Gnome 1.0 installed.

Of course this page is blank. It's only content is background (produce.jpg) on the body, and the url is relative (to nothing).
