876613 - Bluetooth disables when going to bluetooth settings

Bluetooth gets disabled when you reboot after having it enabled and that you get into the bluetooth settings interface.

Steps to reproduce:
0. Enable Bluetooth, ensure it works.
1. Reboot device.
2. Bluetooth icon is sill in the status bar, bluetooth works.
3. Go to the settings application, bluetooth section.

Expected results:
The bluetooth enabled status should turn on "on" and stays this way.

Actual results:
The bluetooth enabled status turns off.

So long as bluetooth can be toggled back on again successfully and this doesn't block BT certification, not blocking.

Activate Bluetooth, power cycle device and when device comes back on view if Bluetooth is on in both status bar and settings which it was on these three devices.

With BT APIv2 and revise of gaia related treatments, I think it works fine in recent build
