8768 - Filters: Close main dialog doesn't take subdialog with it.

Using jun22 m8 builds on linux rh5.2, NT 4.0 and Mac OS 8.51

When closing the main filters dialog, an open filter rules/subdialog will not
close with it; the subdialog is left open.

1.  Launch Messenger.
2.  Edit|Message Filters.
    Click New button to open filter rules subdialog.
3.  From the main message filters dialog, click closebox.
Result:  subdialog is left open, should close too.

the subdialog needs to be modal. Not sure how to do this, but I think there's a
way with window.openDialog()

Filter front end won't be in PR1, so I don't think this bug needs to be fixed
for PR1

modality was way broken back then.
You won't be able to verify this bug until the search dialog actually is back in
the UI, but it does work.

this really isn't happening for me on NT, maybe it's platform specific? I can't 
even click in the mail filters dialog - it makes the filter rules dialog flash.

Using today's build (5-26)I can't accomplish this on NT (or mac since it doesn't
have a close box), but it is still existing on linux.

I fixed this at the same time as bug 44800 by making the Filter Rules dialog
modal to the Filter List dialog.

Must close the rules dialog first, otherwise can't close the main filters dialog.
Cannot open mutliple rules dialogs (some people might think this is a negative
point).

Marking verified with aug27 commercial trunk build: win98, mac OS 9.0, linux rh6.2
