The drop shadow is somehow preventing clicking on the map, most likely related to z-index. Currently the workaround is making the map z-index higher than the header, which eliminates the drop shadow.
Whiteboard: s=2013w22 → s=2013w23
It looks like this has been fixed, as of mozilla/webmaker-events#40432cb .
