currently bugzilla generates bugmail bodies (text and html parts) from scratch for each recipient. this is problematic for changes which trigger many emails (on bmo we see an average of 30 emails per change, but sometimes over 170 emails will be generated from a single change). if two users are members of the exact same groups, then they will receive identical bodies, so we can save some time by caching email content based on the recipient's group membership.

after some irc discussion, there's more things which result in different email content - for example visibility of a bug is dependent on more than just group membership (eg. you could be CC'd on a bug). --> wontfix :(
