So I wrote https://github.com/erikvold/page-portals-jetpack yesterday and I want a way/UI to open the panels in a new tab. I figure a content menu item would be best, and I think this would be useful for all panels to remote content at least.
I suppose having the context-menu module support panels would suffice too.
Lets just show the context menu for panels, then addons that want this option can handle it themselves.
