https://github.com/telefonicaid/firefoxos-gaia-spain/blob/master/homescreens.json looks correct to me according to the spec. Maybe the partner builds aren't being generated correctly with the right command?

Works for me on a 5/28 Spain customized partner build.

If this bug was filed on the same bug as https://bugzilla.mozilla.org/show_bug.cgi?id=878321#c1, then I'm pretty sure the build was flashed incorrectly. The fact that the date is set incorrectly means that a portion of the flashing process was skipped due to some interruption in that process.

qawanted and renom to have a second person run a flash here to double check my work.

Another important question - what device was this bug filed against? The testing I did above was on Ikura.
