[OTA] After choose to update certain OTA, it stuck in notification but actually finished installing.

STR:
  1. turn on wifi and connect to network or turn on data plan
  2. wait for OTA or "Settings" -> "Device Information" -> "Check now"
  3. After saw the update notification, scroll down notification area
  4. click on update notification
  5. select accuweather and another update without package size

Expected Result:
  Finished updating

Actual Result:
  It stuck at 1.79MB. After canceled the update, you are able to select it for updating again but won't see any download(0.00KB). However, after you restarted the phone, those two package are installed and disappeared from the OTA update list.
Same underlying problem as what's seen in bug 877984.
