'Accept third party cookies' option doesn't stick, reverts to default

Steps to reproduce:
With the 'Accept cookies from sites' box checked, I selected 'Never' in the 'Accept third party cookies' drop down menu.
Actual results:
After finishing what I wanted to do I unchecked the box 'Accept cookies from sites.' The 'Accept third party cookies' was then greyed out (as it should be) and 'Never' remained in the drop down menu (as it should).
The problem is that when I recheck the box in 'Accept cookies from sites' the 'Never' in the drop down window automatically reverts to the default 'Always.'
Expected results:
Regardless of whether I have the cookies box checked or not my preference of Never should stay as Never and not revert to the Always.
I just noticed that if I check and uncheck the 'Accept cookies from sites' box multiple times the drop-down menu option toggles between Always and Never. So the Never preference does stick, but only when 'Accept cookies' is off, which makes no sense.

Let me summarize the entity of the enhancement are you asking for.
Expected Result
1. Go to Preferences -> Privacy -> Use custom setting for history
2. When checked "Accept cookies from site" -> the combo for "Accept third-party cookies only displays "Always" and "From visited"
3. When unchecked "Accept cookies from site" -> the combo is set to grey there is no other need.
Severity: normal → enhancement
Component: Untriaged → Preferences
Not sure about 'From visited' as I haven't used that option but yes, it does revert back to 'Always' each time. What I'd prefer is for 'Never' to stay as Never regardless of whether the 'Accept cookies from sites' box is checked or unchecked. You mentioned enhancement but it would seem to be a bug since it ignores my original setting.
Unchecked > shows greyed out Never
Checked > toggles to Always

Thanks for your response earlier. Can you (or anyone else) tell me is what I described above a bug or is it normal practice? (on Firefox 22.0b3)
I prefer to have my cookies disabled but when I do enable them it seems slightly pointless that I have to keep resetting 3rd party cookies as well.
I assume the above is reproducible on your machine?

I think this is the intended behaviour since "Always" is the default value selected for "Accept third party cookies" when checked and "Never" is the default value selected for "Accept third party cookies" when it`s not checked. I think what are you suggesting can be an enhancement.

Thanks for your response and explanation. Having to reset third party cookies each time is just a minor issue, but if it could be enhanced to stay as a user defined preference instead of reverting back to the default then it would save extra and unnecessary clicking of the mouse. -- TY

Were you guys trolls? It's been 2 months since reporting this but the "feature" remains. What's the point of having a preference which doesn't stick?
