This is a Bango error. The entry point is:

https://mozilla.bango.net/mozpayments/?bcid=15521860

If this is a price point problem then Bango should be redirecting to our error handler instead of displaying this message.

The title is a bit misleading - the actual issue is the SMS sending fails.

There was another bug opened about this, but I can't find it. The issue in a nutshell is we are using a tmon API to send SMS, currently we only have access provisioned from our test to their test platform (Moz dev).
