Same issue as bug 879577.
The apache server is serving c:\slave\talos-data\talos (confirmed this for xp32-ix machines) as its DocumentRoot but we populated c:\talos-slave\talos-data\talos. This is causing mozharness to time out on the windows machines.
Is the apache server also serving at c:\slave\talos-data\talos for win7 and win8 machines?

set webroot to the right directory
This might not be true for all windows boxes?
You might end up breaking one platform to fix another.
