buildid: 20130529095707 (brazilian variant)
This is a extrange issue observed with Vivo SIM cards. The first time the device is powered up (just after flashing) there is no STK menu.
However, if you switch off/on, enable/disable SIM card, or change the SIM card, this usually makes STK menu to appear again. But not always.
This issue does not only appear just after flashing (although it's the easiest way to reproduce it). After a while we've seen this menu to disappear again.
We're trying to reproduce this also with other SIM cards.

Followed steps:
1. STK not appearing (master reset performed before)
2. Kill Settings app and check again that STK menu is not appearing
3. Turn on/off flight mode
4. STK appears again

Hi,
Also retested with Spanish variant (build 05/30), and Spanish SIM card, and the issue is also present.

Hi,
I've reproduced this with my testing (Spanish) SIM card, there is no problem about that.
I think it's reproducible with any of our SIMs... I'd try to get logs about this.

Blocking as it sounds like a regression from v1.0.1 - please set back to ? if that is not the case here.

I couldn't reproduce it yet ... I'll try it today again ...

The cause of this problem is that the STK_SETUP_MENU Command passed to the ril before conneting the ril at booting time. We recently fixed this issue.
Please recheck with latest leo version.
