Are you speaking about the favicon of the website? Your description is not very clear, make a screenshot maybe, please.

Could you try: 1) in safe mode: https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode 2) with a new profile: https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles Does it work normally?
Well, if you scroll all the page the CSS 3D dissappear, but when the animation is like the screenshot a part of the animation is viewed in the URL bar an also the tabs bar. If somebody can draw to the tab bar and the URL bar , he will can modify the security advertisements in HTTPS
The fact is I'm not able to reproduce the issue, so it could be an issue on your side with your profile (broken add-on, bad pref etc). So you need to test the basic troubleshooting steps I provided previously, please.
