I downloaded a new copy of V21.x of FF. Uninstalled all previous versions of FF from my XP machine and rebooted; installed the new downloaded copy of FF and rebooted. Same problem with graphics not displaying. I uninstalled FF, searched the hard drive for any places Mozilla and/or Firefox were found, rename or deleted those directories, and rebooted my computer. I then installed the newly downloaded version 21.x of FF and rebooted the computer.
Much to my surprise the graphics worked correctly, but more surprisingly the Plug-ins from the previous version were included in the new installation. I have no idea where they came from or where they exist. And I don't think the average computer user would have been able to fix this problem.

Because you likely removed the install folder of Firefox, but not the old profiles.
See https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles to removed and create profiles.
In addition, try with a new profile.
NB: prefer https://support.mozilla.org/en-US/questions for support requests.

You essentionally did Help -> Troubleshooting Information, "Reset Firefox" the hard way.
