Description

Steps to reproduce:

1. Visit https://mozillians-dev.allizom.org/en-US/group/tunas/
2. See steward info: username, email, picture
3. Click on steward username
4. See "You must be logged in to continue" message

Expected:

Either steward info that is not public would never be public (and, in this case, that means the steward of this functional area would be anonymous), OR certain fields on stewards would be required (by policy or program) to be public.

** note: the error message is incorrect, but that is a separate bug **
