Developers need to be able to do the following
- integrate payments into their apps
- test a paid app (may need reviewer cert or simulation?)
- test payments in their app (may need reviewer cert or simulation?)
- submit a paid app to Marketplace 
- submit an app w/ in-app payments to marketplace
