Description:
When setting the date manually, the time will not "spring forward" or "fall back" for DST.

Repro Steps:
1) Updated to Inari Build ID: 20130606070207
2) Go to Settings.
3) Select Date & Time
4) Set date to 2/12/2013 + region to America/los angeles. Set time to 3:00 (pre daylight savings time)
5) Set date to 5/12/2013
observe time is still 3:00 daylight savings time didn't take affect. (spring forward)

Actual:
Time change does not take affect, it remains at 3:00.

Expected:
The time should reflect daylight savings.

I saw daylight savings time start correctly when I set the time manually, but I was not able to get it to end when I manually set it to the end time.

Hi,

My ZTE Open C with Firefox 2.1.0.0-prerelease (20150124123856 GIT: 234ec270) is setup to automatically change the timezone.

I've already check that this feature works well when travelling in foreign countries.

Today in France, time changes (daylight saving), but my phone didn't changed. I switched it to manual change and hour was increase by 1 hour.

As far as I understand, the issue is still present.

At 12:00, the clock swifts by one hour! Problem disappears.
