bug 877503 broke android l10n nightlies because it turns out they where still using an rpm ndk which didn't provide gcc 4.7.  For now I've hopefully worked around that by telling configure to use gcc 4.6 for l10n builds, but that's kind of hacky and probably going to cause more problems in the future.

The things I believe we need to do are
1. change there mock_target to mozilla-centos-x86_64
2. add whatever packages they need.
3. make the mozharness script that does them pull the relevent stuff from tooltool.
