1.set SIM pin
2. reboot phone
3. look at the screen when it comes back up

Expected: SIM Pin lock
Actual: screenlock, then SIM pin lock

Note: 
1. you can't receive any calls if you don't unlock the SIM so it seems like a bad user flow, per reboot
2. Android does the same behavior; having said that, it doesn't seem like a good ux design.  Not noming due to Android doing the same thing, would like UX to take a look.

All the Nokia phone I've used over the years have requested the SIM PIN right away at launch (or as soon as the system was loaded far enough to do it), before any phone unlock.

I don't have any other comparisons, as I haven't yet had any phone other than Nokia feature or smartphones and FxOS phones. ;-)
I just hope that there's not some weird thing like a patent on this workflow or something...
