B2G version: 38bfd3f808468a1918c4fc76a2f0ac8f8dd9f298

Steps to reproduce:

1. Fetch the appropriate versions of B2G and mozilla-central.
2. Edit .userconfig to point B2G to checkout of mozilla-central.
3. Build to either unagi or keon.
4. Insert sim card.
5. Note that phone can't talk to carrier :(.
6. Fetch latest b2g18.
7. Rebuild.
8. Note that things work.
