88121 - NoMime messages can not be correctly displayed in Browser after saved as file

**** observed with 2001-06-27 build ****
Steps to reproduce:
- select a message that has nomime in the body;
- change encoding to view the message correctly ( say Koi8-r);
- save the message as file (File|Save as file... with eml ext);
- open message after it has been saved in the browser (File|Open file... chose
the koi8-r eml file);
//note: the message body is garbled ( changing encoding to koi8-r doesn't solve
the problem)

It seems to be working on Macintosh.
This is not high priority, move to future.
